Mesdames et Messieurs, La Commission Européenne a dévoilé hier un projet de directive visant à légaliser les brevets sur les logiciels en Europe, sur le mode américain. Or ce document a été rédigé par une association au sein de laquelle Microsoft détient une influence prépondérante. De plus, les communiqués de presse émanant de la Commission disent l'inverse de ce qui figure réellement dans le projet de directive. Si vous lisez le texte, vous y trouverez les idées suivantes : - l'introduction d'une brevetabilité illimitée de *toutes* les idées, surtout ceux de l'informatique et mathématique, mais aussi les méthodes d'organisation du travail, de l'éducation, de la santé, etc. - la légalisation de 30000 brevets sur des "inventions mise en oeuvre par ordinateur" -- c'est a dire des règles abstraites enrobés en jargon informatique -- par l'Office Européen des Brevets en contradiction avec la lettre comme avec l'esprit de la loi en de - le vol massif de la propriété intellectuelle, basée sur droit d'auteur et secret temporaire, sur laquelle a prospéré l'industrie européenne du logiciel; - la monopolisation des standards, et par conséquent d'exclusion du marché des logiciels libre, les partagiciels et PME; - la taxation des fournisseurs de contenus - par exemple, la société MPEG LA projette de réclamer 0,02 euros par heure de diffusion en streaming vidéo - le rallentissement de l'innovation logicielle en Europe - telle est la conclusion de toutes les études économiques - le champ libre aux multinationales non européennes pour contrôler les joyaux de l'industrie européenne du logiciel; - le transfer d plusieurs milliards d'euros de l'industrie du logiciel vers vers auteurs de la directive et leur amis: experts en brevets, gros détenteurs de portfeuilles de brevets - la suppression ou l'affaiblissement des droits élémentaires des citoyens de la société de l'information Ces maneuvres de Bruxelles portent loin, elles méritent toute notre attention.
